A qualified employee is trained and demonstrably knowledgeable in the construction and operation of the equipment involved and the hazards of the work — including skills to distinguish live parts, determine voltages, and maintain minimum approach distances. Training records and demonstrated proficiency both matter.
Is every manhole or vault a permit-required confined space?
Not automatically, but any confined space with a potential hazardous atmosphere, engulfment risk, or other serious hazard is permit-required until you evaluate and reclassify it under 29 CFR 1910.146. Utilities also have specific enclosed-space provisions in 1910.269 for routine entries.
How often must rubber insulating gloves be tested?
Under 29 CFR 1910.137, rubber insulating gloves must be electrically retested at least every six months (or before first use if untested for over 12 months), and visually inspected plus air-tested before each day's use.
Does OSHA cover renewable energy sites like wind and solar?
Yes — wind and solar work falls under the same general industry and construction standards: fall protection for turbine climbs, electrical safety for inverters and collection systems, LOTO for turbine maintenance, and crane standards during erection. There is no separate "renewables" exemption.
